The current plan is to use a metering pump adapter from PCV Technologies,
along with a remote mounted resevoir on the plug side for the apex
One thing I am curious about though, Hayes built the engine with all four of
the apex oil lines going into the two nipples on the block, instead of two in
the manifold and two into the block. They were aware of the intent to use
the Weber carb. Any thoughts on this?

Why not just mix the two cycle oil with the fuel? Much safer.
It will also lube the seals better as it will distribute
itself better in the rotor housing.
