to deflect the air, thrust, whatever being produced by the fan.
They would pivot much like an aileron, and be positioned from the
center of the hub out to the edge of the fan shroud. I would imagine
there would be several (maybe 6 or 8 louvers and would literally make
it possible for the aircraft to rotate 360 degrees in place. It may
not
achieve all of its design specs, max cruise speed, range, etc, but
what
new aircraft design does. You may disagree with me and not believe
that
it will ever leave the ground, or if it does it will be
uncontrollable,
but I am perfectly happy to wait until it goes streaking across the
sky to prove I am right.

Variations on this scheme through the last 90 years or so have
repeatedly proven that positive antitorque control *cannot* attained
with vanes, or louvers or flaps.
