4.  1 - 3" ID .040 wall x 16" long pipe (I'm a pusher - so I'm not
going
far)

I got a quote on sheet Inconel at about $22/pound - does that sound
like
it's in the ballpark?

Yes to everything but you might have a problem going from thick wall
sched 40 pipe
to thin .040 inconel sheet.

problem? What is the "standard" thickness of the pipes coming from the
engine to the muffler?

Yes welding might be a problem but a sever thickness change also
results in high temp gradients (temp differences) that lead to different 
thermal expansions. This in turn leads to cracks.
