It is my understanding (from years of dealing with TI people in Japan)
that the proper way to address or refer to someone in writing is: their
family name followed by the honorific "-san".  So you should have
written (above):
        Wakabayashi-san is fluent in English.
And emails to him (?) should be opened with:
        Wakabayashi-san,
        I want an all-aluminum 20B...

Since Wakabayashi-san surely knows that we are English-speaking gaijin
who are unfamiliar with Japanese protocol, he will most likely not be
offended.  But since the above is any easy way to impress upon him our
sensitivity and enlightenment :-), why not do so.

Also, my experience with "English-fluent Japanese" is that
straightforward "subject verb direct-object" sentences work best.
