I think a lot of that has to do with the program in the engine control computer.
It has been changed many times and a lot has to do with the EPA when they
checked the smog. Could also be the computer is limiting the power when it
senses the dyno conditions as opposed to the in the car conditions.
the latest trends in engine computers is to limit the power when conditions
are not right to insure a long life for the engine.  Mazda knows what they 
are doing. We won't really know what the RX8 engine dyno power is until someone 
uses an after market computer like Tracy is building. The fact that the 3250 
pound (with driver) RX8 car can accelerate to 60 MPH in 5.9 seconds indicates 
to me the 238 HP is there.
