A "ball-park" figure would be fine, i.e., 0.80, 0.90, 1.00.

The 1986-1991 normally aspirated 13B's had this dynamic pulse intake
manifold which provides a limited "supercharging" effect. This would
imply a VE > 1.00 at some operating points, yes?

On tuned intakes side ports  Ve 100% is a conservative number. 
The tuned P-ports will show up to 120%.

That is real old BSFC data .5 is a better number for the current rotary and
a bit less for the RX8 motor.
