I've gotten parts from Mazdaracing.  They were willing to assume that
if I
have a 20B in this country it would be for racing.

You can buy racing parts from them without any rigamarole.  To get
stock parts at dealer cost you have to qualify, 2 autocrosses a year
minimum.
