Come stright out the side of the pan with a half inch steel tube in the
deepest
area and then up at 90 degrees. If you are not using the crank angle
sensor
that is a good oil filler spot. If you are make the new dip stick tube 3/4
of an inch
in diamter.

Cast iron.
One of those expanding rubber plugs you get in the hardware store might work.
If you weld it you might destroy the O-rings. You could also make a plug
out of thin mild steel tube and press it in. Or work out the tube that is in there
now. Cut it off and weld a cap on it. Then press it back in. 

Turn an aluminum plug on the lathe, drill and tap the side and use a set 
screw to hold it in.

BTW 3/4 might be on the small side.  Make it one inch.
