I think you mis-stated the case.  It isn't necessary to keep the
engine
running on 15 amps, but rather to reduce the drain on the battery
(from
the excess load over 15 amps) to the point that the plane can be flown
to a safe landing.  Batteries will last longer if one can reduce the
drain by 15 amps.

how much current do we need?
Surely the current draw to run the fuel pumps, EFI and ignition would
be less than 15 amp in 'limp home' mode.
