Found an optical tachometer off the shelf that
will work with a turbocharger. There is a lens on
the end of the optical fiber that allows one to focus
the light and the receiver down to a small spot.
Paint one half of the end of the turbocharger shaft white 
and the other half black. Focus the spot off to one side.
