What we need is a dyno that can mate to the prop
flange (with the engine
still mounted in the airplane).  :-)

Here is a way of building in a dyno. Works like a
torque meter
on a PT6. Works best with a variable pitch prop.
Second one measures
the torque directly.

Take a look at the Lebow series of in-line torque
meters.  They've been used in the past for just this
application, mounted directly bewteen the output shaft
of the powerplant and the propeller.  Both slip ring
and telemetry types are available.

You might be able to rent this sort of equipment for
short-term use.  As you say, a variable pitch prop is
needed to properly control engine load.
