     Thirty five years ago static grounding straps from car frames to
the
pavement were common and I just wondered why they quit doing it.  Did
they not work?

I think that has largely been displaced by the equipment found in gas
stations refueling systems. You must however be careful when you are
refueling your aircraft.

I wonder if old tires used to have as much carbon-black in them.  Modern
tires, having a fair amount of carbon black, are somewhat conductive, and
therefore static buildup should be less of a concern.
