What is the hole  under the two intake holes on the end plates for? They
connect to another hole in the bottom of the castings.

that's the 13B version of EGR, from the oil pan,  minus a valve.. :)
it actually feeds into the ACV  and depending on the version of the 13B
you have gets routed differently
