How can you tell the year on 13B's and is there any difference in the
end plates or rotor housing for turbo and non-turbo?

Wow that a tough one. 13B's have been made since 1974.
There have been subtle changes over the years.

All 1993 and later are twin turbo four port.
In the years 1988 through 1992 the single turbos have an oil
supply fitting at the upper front (car) corner of the
engine. See the pic.

They are also four port while the NA are six
port. Prior to that they were non turbo four port
engines. Your guess is as good as mine in those years.
