Wouldn't the wingtip vortexes be propagated to the horizontal stab and
effect it by applying a downward force on the top leading edge?

The connecting panels are designed to eliminate or reduce wing
tip vortices and reduce induced drag due to lift. It certainly
makes for a complicated flow field around the wing tips however.
