Yeesh.. This discussion has been going on.
I haven't seen this idea proposed yet: Make the p-port insert tube
double stepped, and the bored hole in the housing stepped to match. One
step close to the rotor face, and the other step close to the exterior
surface of the housing. Use a flange on the insert. Drill holes
through the flange into the housing. Tap the holes in the housing. Add
o-rings around each step on the insert. When the insert is clamped into
the housing by screws, the o-rings contact and seal against the steps in
the housing... Low precision required. Good resistance to thermal
cycling. Inspectable and rebuildable.

Matt-
Matt the inside of the water jacket in this area is very complicated.
Aluminum material is probably missing where you need it.
This may or may not work. You need to make an accurate scale 3D
or experiment with a junk rotor housing.

Paul Lamar ...No rotor no motor.
Matt,
Yep! Your right Matt - good ideas!! however it would probably require the
insert tube to be at angle and as Paul suggested it may not be as nice and
direct a shot as straight in, maybe some turbulence - but not enough to
worry.
Will It work !? That outside hole is getting much bigger however.
