It's a special tool that inserts in the starter location to rotate
the engine backwards when the rotary gets carbon locked.

I never have in over a million miles with seven different
engines.

Is a carbon locked engine worth anything? What needs to be replaced?

I don't have one, just curious. I am looking at wrecked/"junk" RX7s
and might need to know in the future.

The vast majority engines you find in junk yards are not carbon
locked but merely rusted internally and locked. Best to buy one
in a car that is running.

The cars I have in mind appear at a wholesale (dealers only) auction.
Nearly all have been in an accident. I doubt that many have been
sitting long enough to rust solid. I suppose most are owned by an
insurance company after they totaled the car. Most are driven by the
buyers stand in an arena type environment.

That could be a good source of engines. A lot of junk yards
sell the intake manifolds or carbs off the engine and then
let it sit outside. You for sure don't want one of those.
Look for an 89 or later. 1992 or 93.. 3rd gen are bullet
prof engines but they are all dual turbo with low compression
rotors. The heavy dual turbos themselves are not suitable for
aircraft use.

My fav turbo engine for aircraft use is the 1990.. 91 turbo II.
Change the compressor to a larger compressor to slow
the turbo RPM down, stick it in your airplane and fly.
We have had two flying for awhile. One froze up when the
pilot did not use the proper anti freeze mixture.  Three
or four stock turbo's have blown up in various airplanes
(not the engine itself) with the stock (too small) compressor.
