I pulled the first tension bolt out of my RX8 engine and it has ribs on
about 1 1/2 inches off the center. Should I still RTV them? The
seal washer came apart so I have to order a batch before I can continue.

Yes those ribs don't help. You can get seal washers from McMaster
Carr. Don't forget to do the tension bolts in the
proper order.
