I can see it would be easy to lower compression by removing
material, to raise
you would have to fill in the depression, typically how? with weld?

You might try screwing in a curved steel plate.
Or braze it in.

I have heard of people filling in the depression with a ceramic. The
guy who did my ceramic coatings on my manifold and housing told me of a
guy who had been coming in to have it done on the rotors for his race
car. Not sure how well it worked.
Remember that it is important to match the weight, or have the rotors
re-balanced when you are done.
