     Bill just a thought! - how about mixing in some vegetable ( soluble)
     oil.

  Once you have the water flashing to steam, which is the whole point of
the so called "steam cycle" it doesn't matter what kind of oil you use
it is going to be removed.

Wasn't there someone using a mixture of surfactants to add water to
fuel so the water could expand into steam? It didn't use a separate
