I guess this is more of a Cozy question than a rotary question.

   Is the problem, fuel starvation from a long banking turn and all of the
   fuel flowing toward the wing tip of the low wing and away from the tank
   sump? Or is there also a problem with a long decent and the fuel moving
   forward of the fuel pick up?

It's not a cozy or a rotary question, but one of flight in general.

You can bank forever, if your turn is coordinated, your fuel will stay
in the same position relative to the aircraft as it was before you
started the turn. ('That's why you don't fall out of the plane, or
scooch to the door when you turn.

Witness Bob Hoover being able to pour  water into a  glass placed on the
glairshield as he does a roll or loop.

The only difference in the fuel system would be an increased fuel
pressure because of the centrifugal force created by the turn.

I can't speak to the descent, that depends on the angulation of the
plane, with respect to the vector of gravity, the location of the fuel
intakes and amount of fuel onboard , as you descend.
