Paul,
You indicated the need for a bottom Tap on the blind hole in the
housing. If you continue to deepen hole for the tap, it will enter
the Case Bolt Hole in the housing. This should not be a problem.

How high is the insert collar above the top surface when installed?

Zero if you don't use Timeserts. Timeserts require a counter bore so the
collar is flush.

I used bottoming taps on my oil pan holes when I went to 8mm bolts for the engine mounts.
It worked fine. The Mazda manual says to be sure that there is no sealant on the ends
of the bolts when they go back in, as the hydraulic pressure can crack the housings.
