I don't remember having seen these before.  The carts sound like they're
turning a surprisingly low RPM.  And they're FAST.

We investigated this outfit about a year or two ago.
One of our readers visited them. They have a small marketing office near Toronto.
They are not making anything. They have no factory or warehouse.

Some of the Mazda based engines they are selling come from Atkins
and are made up with old Mazda parts.

I don't really know what they are up to.
