As Paul suggests, I have seen superglue used. The material has to be
clean.
You can't use a lot or it gets everywhere and you only need it on the
joining faces. Once their stuck it's still fragile so " Handle with care".
Once the motor starts the initial movement breaks them loose and the heat
and oil washes away the small glue residue. You can actually hear the
corner
pieces click into place if you carefully turn over the motor by hand and
listen for them.

thanks for your suggestions.
When I assembled the apex seals back in the apex seal grooves , the side seals dropped down
too easily. I doubt the splice would have withstood the force of the long apex seal spring.

"side seals"? Do you mean the side piece?

Do you have a 3 piece apex seal or a two piece seal?

There is a device called an assist piece.

Also you put the springs in after the rotor is in the housing
and the apex seals are in the slot.
