In actuality HR 2099 does call for a nation wide registration
of all handguns and a tax / payment to keep the handguns. Its
an attempt to limit ownership to only law abiding citizens
but laws dont work for the lawless.

Even though urban legends discounts this it is and was a way
to encroach on freedoms. Some states, Texas included, have
declared their rights on gun ownership.
