WOW, your timing is almost perfect. This PSRU idea is just what
I need for a light weight power system. Would you tig weld
or friction weld the shaft parts and then heat treat before final machine?

Do you have friction weld capability? It is great if you have it.
Lots of stuff is made with friction weld these days.
Yes I would heat treat and finish grind.
There is lots of potential for saving 15 or 20 pounds in all these
hollow shaft designs.
I am half thinking of producing one for a constant speed metal
propeller. The investment would be enormous but I think I could keep
the price under $3,000. Less the governor of course. The governor
would be cog belt driven.
What does everybody think about that?
