  If I had a choice I'd vote for a tapered end mill.  I didn't bother
  to draw
  it and see what the taper was but I'm sure there is some options
  there, otherwise as was noted a ball end mill would do it as well
  [just take longer]

It's aluminum.  I can drill the center hole close then mount it in my
lathe to finish the hole with the taper.  I will remove the chuck and
mount it to a plate which will be easy to do with a few screws.  I just
have to pick up some stock now.

Hi,  if the plate is bolted to the outlet of the turbine housing You might
have a problem as they often are glowing yellow to red and I think that is
above the melting point of aluminum.
