If the 720 CID class is running about 700HP from the turbo O-520/550 recips
and an eight with possible 1,000HP; Would the 3 rotor be competative? The RB
engine at 900HP with Al end housings should be lighter. When the powers that
be governing Reno said rotaries would be limited to three rotors, was there
a
stipulation they had to be Mazda dimensions? Just thinking.

I don't have any details. It is just hearsay at this point.
I think with the right gear box one could get 1000 HP from
a turbo 3 rotor for 15 minutes. The Bell 47 final drive box might do it.
The aircraft it is in must be available to the public as
a 2 person aircraft so that pretty well limits the choice
to a Nemesis Nxt.

Lee (president of sport class) has opened rotaries to any number of rotars
as long as you meet the cubic inch restrictions using the 2x SCCA formula.
This puts a 4 rotor at 5200CC or approx 317 cubic inches (less than half of
the requirement. Sport Class is in a state of change right now, as Super
Sport is being combined with Sport. There may be other changes coming
regarding prop design and governors due to the number of engine over speed
problems last year (5 engines lost to overspeed/runaway props).
And yes, the project is already under way....

In a similar way that they don't let the racers run metal fixed pitch props, I could see them limiting the rpm of variable pitch props. Or requiring the racers to run props configured as in multiengine airplanes where the zero oil pressure pitch is steep instead of flat.  That would stop certain overspeed problems.
