Google  "Programmable servo actuator". (Click on  images) A servo is the best way to go. I think.

So that might work for the flap handle (with preselect and motion
indicator)
itself? Feedback motion from flap motor position sensor? There are two remote components to this--one senses flap position at the motor drive; the other is the preselect and indicator mechanism.

Use any servo you wish, just connect a potentiometer to give position
feedback and a simple comparator circuit to control a motor driver.
The attached schematic shows a pot for position selection, a rotary
switch with fixed resistors would also work.

Hi,

In the December 1997 edition of Kitplanes, there is a circuit by Mike Palmer, to build a pushbutton flap control system. By heart it uses a quad op amp to control the flap settings. I don't like the pushbutton setup so I'm planning to use a rotary switch instead (I just love rotaries). Haven't got it on my breadboard yet but I'm planning on starting in the next few weeks.
