Since it is grams per kilometer It appears to me it is a MPG standard
regardless of the number of seats or the payload capacity of
the vehicle. Taken to its logical conclusion you will
all be riding bicycles powered by model airplane engines :)

In other words it is a political attempt to eliminate the
private vehicle which provides privacy, silence and freedom to
travel. They raised the taxes of fuel to extraordinary levels but
European people still wanted and still bought cars.

I was in the Czech republic right after the wall came down.
In downtown Kopr(ivnice  there was a bus stop with a speaker
on a steel pole. Voices were coming from the speaker.
People were forced to listen if they wanted to get on
a bus. No way to cut the wires or turn it off. The dictatorial
government's point of view only.  Personal ownership of cars was
made difficult if not impossible. I asked an English speaking person
what was being said. "Oh that is information" :)

If you wanted to get home you had to take the bus.
If you missed the last bus you had to sleep out side.
Total control over the individual of movement, knowledge
and experience of other regions in the drivable world.

When you asked what it was coming out the propaganda speaker at the bus stop,
did the person that replied look around? When I went to Ukraine a couple of
years ago, if I asked about political or government they would look around
before answering. I think leftovers from too many years communist rule. If you
did not agree with something you did not express it or made sure there were no
ears that could report you so they would get favors. Twenty five years of
freedom is not enough to erase the long years of subjection under oppressive
rule. One lady said things were better under Soviet rule. The free market
system has not had enough opportunity to get properly established yet. There
is a lot of uncertainty there to this day. When the financial bomb dropped a
lot of people took money out of the banks. The banks quit releasing money
en-mass to protect themselves.
