I am performing an engine overhaul. The shaft turns smoothly and has end
 play without binding before performing the eccentric end play check. The end
 play is 0 and I have gone to a maximum spacer thickness of 8.12 mm spacer
 stamp s which gives a slight end play clearance until tightening the bolt.
 It still turns smoothly with a nice compression popping sound. The bearings
 are properly mounted on the spacer and 2 thrust plates are installed per
 procedures.

 Any ideas on this ?

I have the shop manual and other Info. I  overhauled  other rotary engines but may
have ignored previous eccentric shaft end play.

Final assembly must be done vertically as the needle bearing can
fall out of place. That is about the only thing that can go wrong.
Most manuals do not cover that well. In fact it shows it
done horizontally. The 76 Cosmo manual is very clear on this.
Step 1 is turning the engine on the engine stand so the front of
the engine is up.

What year is this engine?

Maybe I am missing the point here.
If so the attached pictures and above text are for the new guys.

Perhaps you need to machine a longer spacer.
I have a guy that can do that and he only charges $35 and hour.
If so send me a spacer he can measure and  make a new one.
