The NSA reads all messages from ACRE because they go over seas and the NSA computer
 selects messages with certain key words like "ignition" and "trigger". A real person
 is then supposed to read the messages and pass judgment on it. Therein lies the
 problem. It is hard to find a good electrical  engineer willing to do this work 24
 hours a day 7 days a week  even while being paid over $100,000 a year so the
 messages, like the last one, can be delayed for hours. In the mean time we are
 spending billions of dollars on this stupid program and the bad people know about it
 so they don't use email.
