Robin and I were driving through west Texas near Marfa and we
first saw this about 30 miles away. My guess is; it was about
1000 feet AGL.
If you see one of these things don't fly below it :)

its a radar platform looking for low level crossings of the border.
these things can fly as high as 10,000 feet and have been
around since the 70's. Smaller versions have been sold outside the
country and mounted on coast guard vessels off
Columbia. There is a line of these things across the border of Israel
and Egypt. You do not want to impact the tethers on
one of these baby's. They have more volume than the Goodyear blimp.
