Is it possible for me to order a custom made rotor with compression ratio of 18:1?
I could come up with way to adapt pump and injectors to it.
The biggest concern with diesel is the turbulent of the combustion
chamber however. Do you think the rotor action can make complete
fuel burnt possible?  Do you see any draw back with a diesel rotary base on the 13b?

Not possible. A depression in the rotor face is necessary to allow combustion.
