I would like to request a complete list  of components and the plans
to build a 200cc rotary engine. I would also like to know the
emissions and fuel consumption of the 200cc engine if it was made on
your plans and your components.

No problem. The cost is $500,000 US dollars payable in advance.

Have you had any other bids so far? I might be able to match them.

An Italian maker was offering a 250 cc version of Aixro engine, they called it
'Saetta', also, in ebay.de you can find a pair of plan sets for homebuilding a
Wankel Rotary Combustion Engine, one is for models, but the other looks as
  susceptible of up-sizing.

The Wikipedia 'Wankel engine' article contains links and references to several
articles and patents, also the Kenichi Yamamoto books are available on the
web for download, about if it's legal or not, I have no info.

SAE papers describe materials, for example the ones by Helmut Keller about Sachs small engines,
the one from David W Garside about the development of the Norton line of RCEs,
others are about the OMC RCEs, and also some articles about the OMC snowmobile
engine, air cooled housing, charge cooled rotor, 520 cc per chamber, 35 and 45 HP versions
can be found in the web.

Materials seem basically: Aluminum for housing, although a hotter Iron housing provides better
Fuel economy and Exhaust Emissions, if the lubricant used withstands the working housing surface temperatures,
Iron for rotor, Ferrotic for apex/vertex seals, and several types of plating: Nikasil, Alfred Grazen's, Flame sprayed
Chrome alloys, for inner housing surface.

If you manage inserting a 'heat pipe' for cooling the 'central' housing and others in the side plates, you
have a cooler engine overall, and very low temperature differences between parts, and this
is good as it reduces the thermal dilatation differences in parts of engine, inequities that are very bad.

The K Yamamoto books contain the equations for the inner housing profile, provided the case you
have plans for using a digital mill.
Good luck!. Tell us about the outcome, please. Best regards. Salut †
