 Here is a design I did recently for some one else.

 The spring loaded hydro foils are designed to break away if an under
 water object is impacted. They also retract in flight for less drag.

 The Mazda  engine is turbo charged to 550 HP on gasoline. Of course
 it can throttle back at low altitudes once out of the water.

 Exceptional high altitude performance.

 Paul, I like the concept.  Can you crawl through the front wing to
 get from one cat to the other? Ok, so we have head phones.

 But why not retractable wheels as well as the hydro foils for
 pavement landings? jd John Dinkel

 Good idea. There is plenty of room in the hulls for retractable
 wheels. The mechanism to do that is simpler, stronger  and lighter
 than that used to put the wheels in a wing.

No the wings span and other aerodynamic details need working out.
I think there is some design software on the net. X plane or something
like that

You must have read my mind. I learned more about composite fabrication
working with Dan Gray and his crew. They turn out fantastic looking
composites in a relatively  short time.

I was thinking of building one on the way back from the beach..

Take a block of blue Styrofoam 12 inches thick  48 inches high and 20 feet long.
Carve to the shape of one side of one fuselage.
You can add the tail verticals.

Cover with duct tape.

Lay up glass or carbon fiber on that. When cured slather on a white layer
of micro balloon paste. That is easily sanded to a smooth final shape.
 Your done with one half of one fuselage. Repeat. The wings and tail
are made the same way.

That thin layer of micro balloons makes all the difference.
