If our airplane had a gross weight of 3000 pounds the main hydrofoils
would
have to have ten times the area of these hydro foils
to get the same height at 35 MPH.
Lets say they are now 8" by 4" or 32 square inches.
320 square inches divided by a span of 24 inches
would give a cord of 13.5 inches. Quite doable.
When landing the hydro foil impact should be less as the foil will
initially tend to sink while still lifting and mitigate the impact to
the hull.
The so called Kite's are really wings with high pressure inflated
spars and ribs.
They are quite capable of tacking up wind.

A whole squadron of them flew to the US in the 1930's from Italy
The other Italian flying boat I was thinking off was the Piaggio PI36.
