This page seems to indicate it was G Spratt who gave the needed info to the
Wright Bros to build the wind tunnel. Who knows who is right ?

I don't think that per se had anything to do them with building a wind tunnel.
A wind tunnel can measure lift and drag separately or together.

The best book I have found so far on the Wright Brothers is  "The Wright Brothers Legacy"
by Walt Burton & Owen Findsen. 224 pages. 2003 ISBN 0-8109-4267-4

Many many old photos up  until Orville died in 1948 and several years after that.
