One option to reduce the cost of SAE publication access is to join
SAE. The other option is to find a library that subscribes to SAE. A
 college engineering library is your best shot, but that may require
 the help of a friendly registered student.

If you're in Canada, many books and periodicals can be borrowed via
inter-library loan, from a technical university, if you can't find one
locally.  Catalogs are usually on-line.
