I've been looking at several used 4-6 seater aircraft on Ebay, both experimental and certified,  that are being sold without engines at very low prices. The planes look like they are in good condition and probably could be put pack in the air, in many ways better than they were new, with some avionics upgrades and a Mazda rotaty conversion engines.

The problem is with the FAA ( what a surprise!) as I understand it. They would only qualify under the Experimanta/Exhibition category which seem to restrict you to flying to airshows and a very limited number of other purposes.

Anybody have any ideas on this?

Yes that is true for certified airplanes..
It is only possible to put a rotary in a home built. AKA some times called an "Experimental"
to confuse people.

I haven't checked lately but there used to be plenty of home built s partially completed
for sale  cheap.
