Unmodified (not PP) 20B. What turbo (both sides) to use for a ‘normalized’ type
operation? Water cooled? Recommendations needed.

You don't need to "normalize" it.
Just put a manifold pressure gage on the instrument panel,
watch it, and never exceed sea level pressure.
A feed back loop to limit it is a waste of time and money.
Then build a 100LL burning copy of the time to climb engine.
You will need an intercooler and maybe water injection.
Try to keep the manifold air temp below 200 F.
You will never damage it because it has a blow off valve on the intake
manifold.
